Turns out that some (particularly older) FMs are missing their missflag.str file, and turns out we have to straight-up generate one ourselves or else those FMs don't play. :T

_Technically_ this is an FM problem, but since DarkLoader (and NewDarkLoader) has always patched it up silently, nobody knew anything was wrong, and we have to continue this tradition if we want FMs broken in that particular way to work.

My bad, I guess... :(

Dear Celestia, today I learned a hard lesson about specification vs. actual behavior: you gots to match actual behavior. I'm now ready to write a console emulator. Hooray!
