Yes, this was made by CAVE Interactive CO.,LTD. And it may not be as old as it looks, I've ran it through Asset Ripper and it was made with Unity 2019.4.26.

And it was last updated July 5th 2021.

The soundtrack is really good. I like how this game gives you random animal parts after each race, and after ~10 rounds the racers start to look real weird.

I'm very confused though, what is this game and why did CAVE make it?

If you'd like to check it out on the Play Store, sign up for a JP google account. On the signup page, wherever you have to put your country, put japan in there. Then search "Animal Gacha Race" on the play store. This might work without a vpn, it may not.
