Its not something that I can explain in 3 minutes.

Copy folder to clipboard that is in the zip, then paste in your levels root, so that it has its own folder like this....
C:\Users\YOU\AppData\Local\BeamNG.drive\0.29\levels\Highway\Light_Animated
Then import in from asset browser.
This was made as a simple track mesh for time. Nothing preventing you from using it on a jbeam flexbody.
This is concept, not a polished example.
