Special Criminal Investigation is an arcade-style racing with the goal being to apprehend a number of criminals on the lam. You have a set time to get in sight of the criminal in question, while avoiding hazards like cars, enemies and general hazards. Once you get within sight of the criminal, the chase begins. It isn't possible to overtake the criminal at any point here, so causing enough damage to their car brings the chase to a halt and clear the stage. You are given plenty of time once the chase begins, but failing to apprehend the criminal while get you a Game Over.
While the gameplay style remains the same, their are several differences from it's predecessor. Special Criminal Investigation gives you a weapon with unlimited ammo to take out criminals, instead out just ramming them. A helicopter roughly half-way in each stage deploys a rocket launcher with three shots to further help during chases. Gone are the split paths in the road for multiple paths, although their are now more hazards to avoid. Also gone after each stage are the upgrades that can be purchased with money to improve your car.
