Architecture of Bioshock 2 #20: Signs of Poverty
To add to what I say in this video, in real world cities it is not unusual to find poor areas near the inner city, especially in the US, because of the movement of the middle class out into the suburbs since the end of the Second World War. In that situation, previously affluent inner city areas became economically disadvantaged over time, and so the 'fancy' buildings from the earlier time still exist, often showing signs of lack of maintenance because there's no money for it. However, that situation is different from what happened here in Pauper's Drop in Bioshock 2, where it was originally lodgings for the labourers working on the metro lines, and therefore was never affluent at any point in its history. Thus the fancy buildings here make little sense.
