Sofia Lamb has some pretty illogical ideas. I've said earlier that both Lamb and Andrew Ryan were flawed in their philosophies, but I think Ryan's flaws were more thoroughly explored in the first game. The fact that hates government, but ends up being the government of Rapture, that's a pretty clever story. Lamb believes in selflessness, but is acting entirely selfishly, for example hoarding all the Adam in Rapture by manipulating or killing everyone else. And the story about poker, she's actually encouraging the poorest people to gamble more by letting them win, instead of helping them earn an honest living. They don't know that she's helping them, and once she leaves it's likely that they'll just lose all their money without her help. The game doesn't explore that, though.
