88Yes-yes. I could end it there, but ahh no seriously there's some nuance to using them... too few and they are a drop in the bucket, too many and you can be disrupted too easily, a single group of Pegasus Knights and your army is done? It's like that. Ideally you should be helping other weapons teams inflict spectacular burst damage by slowing enemies down, but there's a lot of flavors to this, all vulnerable to terrain.
Also who said Stormvermin are too tall to shoot over? Depends what you're shooting at.
