The otter was released to ark in patch 267 and this is how you easily tame and use the otter.
I'll even show you where you can find the otter.

Taming the otter is pretty easy. When you found a otter, you need to kill a fish near it.
Then you drag the fish over to the otter and while holding it, push E on the otter.
The taming bar should now be raising and you'll have to repeat untill you're done taming the otter.
