For those still having trouble S ranking this mission on replays, speed and ammunition costs are paramount. Just destroy the helicopters. Ignore everything else. A laser shot gun will suffice. Jump over the wall between the last 4 helicopters, after you've destroyed them, to skip the dialogues and save time.

My current build is an homage to Liddie's 'Car', the Orgon Hover Tank, from the 1999 Shooter/vehicle combatgame, "Redline" AKA "Redline - Gang Warfare: 2066". Made a custom decal to depict the headlights/laser emitters for it. Share Code of PC/Steam as below:
