The backrooms are supposedly a seemingly endless maze of yellow rooms that go for millions of square miles. If you happen to "noclip" out of reality you might end up in the backrooms.
Level 18 is a unique level, where the layout and location all depends on your past memories. In other words, each person has a different experience of level 18 because of how one does may not have the same memories as another.
