-Do not fail any eavesdrops
-Eavesdrop on a moving group of guards
-Remain undetected (Only at the waterfront)
So this mission should not end up being extremely difficult for you. You get an eavesdrop tutorial in the beginning of the mission so you'll know how to perform them. Then after you have synchronized, you will begin eavesdropping.
Follow along with the path I take (Starts at 03:33) so you'll have the easiest eavesdrops and locations. You need to ensure you do not fail AT ALL. So make sure you get in the correct position ASAP and remain in the eavesdrop circle.
The hardest eavesdrop you deal with will definitely be the moving group. Check 04:48 in the video to see how I approached the moving guards. Just remember to stay out of their line of sight!
Once you have completed all of the eavesdrops, you will have completed 2 / 3 of the 100% sync requirements! Now, all that is left is to remain undetected at the waterfront. I'd recommend you approach from the North-Western side of the restricted area (see 06:17 in the video) to easily avoid any guards and reach the objective without trouble. After making it to the door, you will need to loot the key from a Guard Leader.
So head up to the leader on the roof and pickpocket them and then return to the door for the objective. After the cutscene you will want to whistle to attract the nearby guard, after which Lee will kill the other guard. And then you are going to assassinate Cutter while remaining undetected to complete this memory!
