As you can see the game is able to run at 60 Fps on a RTX 2060 with no problems, as seen in scenarios when there isn't much going on. While when there's more stuff to render the CPU can't keep up and frame rate drops. Nothing else is the problem not even RAM or GPU. So I recommend either playing at higher resolutions where the CPU doesn't have as much of an impact on performance or buying a faster CPU.

The recording software also took a few frames so have that in mind.
