I test an unfortunate theory I have that B4B campaign progress reminds me of Far Cry 3. In Far Cry 3, you couldn't get credit (achievement wise) for completeing the campaign unless you joined a game at the very beginning and played through in one sitting.

In Back 4 Blood, you can't move from one act to the next unless you are the host. Otherwise you are stuck in Act 1 forever until you either invite friends to your game or find randos.

You can play offline but achievements and other online features (so, most of the game) don't work.

TL;DR at the end I finally confirm that it lets me move on to Act 2, after having played through Act 1 over and over again on other peoples games.
