The Mightiest Governor have 5 Stages
Stage 1 : Troop Training
Stage 2 : Defeat barbarians
Stage 3 : Gather Resources
Stage 4 : Increase Power
Stage 5 : Eliminate Enemies.
For elimination of barbarians , teaming up with your alliance mates can help you progress faster because this will reduce the damage dealt by the barbarians to your commanders then in turn you can stay longer in the battle field consuming less action points.
