Here is a simple guide for the mission Freezer Burn in Modern Warfare III Zombies (how to slow down hellhounds with cryo freeze and how to obtain cryo freeze in MW3).

Defeating hellhounds can be easier than you might want it. To trigger the cryo freeze effect on your weapon, make sure to try it against tier III hellhounds. This will not make them die, but instead slow them down. Just be sure to have a weak weapon otherwise (no Pack a Punch).

Alternatively, there is nothing stopping you from trying to shoot hellhounds in earlier regions, but it will take way longer.
