Solution found! I was going through the bestiary list and Number 024 is actually bestiary 279 and NOT 292! Now I am trying to find which enemy is bestiary 292! I'm guessing it's an enemy during the Floating Continent just before World of Ruins or an enemy from the Coliseum.

Found! Bestiary 292, is Bit! An enemy that's part of a boss fight (Air Force) on the Black Jack! You'll need to destroy only its Laser Gun parts for Bit to appears during the fight!

No matter how many times I've tried fighting him, he just won't get register to the bestiary? I've already beaten the game once and fought him the 2nd time during the Cultist Tower. Idk?
