All 30 can be gotten in Episode 8; though the two Yoshi Blue Coins can only be gotten in this episode. Most coins are the same in any episode they appear in, though the following are slightly different:

The exact location of the two blue coins in the lake.
The location of the Pianta in the enclosure that you must wash.
The first blue coin I get in the video is in the left doorway in some episodes.

Coin Locations:
#1 (0:00): From the start of the level head down to the village. Go to the building that is to the left of the Hover Nozzle box and go up to the little balcony area. Spray the doorway on the right.

#2 (0:14): Found floating near 1 of the 2 buildings with large sails on them. You can reach it from the nearby building.

#3 (0:18): Found inside the right "tower" of the building at the back of the village.

#4 (0:23): Use the building with the 2 "towers" or the Rocket Nozzle to get onto the lone ledge of the wall near the village.

#5 (0:32): Climb up to the top of the highest pole in the village and spray the blue bird.

#6 (0:45): On the back wall of a building near the front of the village is a "O". Spray it and rush to the coin before it disappears.

#7 (0:58): Spray the "M" on the back of the building toward the back of the village.

#8 (1:03): This is paired with coin #6. Spray the "O" on the back of the building toward the back of the village.

#9 (1:16): Spray off the "M" on the village side of the wall that separates the village from the lake.

#10 (1:22): Follow the river near the village away from the lake to find the coin just before the wooden fence.

#11 (1:27): This coin is found floating high up next to the tall platform at the very back of the village.

#12 (1:32): Climb up the ledges at the back of the village. At the top are a group of tall platforms with the coin sitting on top of them. This one is easier to get with the Rocket Nozzle.

#13 (1:41): Near coin #12, fly over to the platform that Petey Piranha was sleeping on. Spray the top of this platform to make the coin appear.

#14 (1:53): Spray the "M" on top of the wall that separates the village from the lake.

#15 (2:00): There is an enclosed area in the middle of the wall that separates the village from the lake. Spray the "X" inside this area then hurry over to the coin before it disappears.

#16 (2:15): This is paired with coin #15. Spray the "X" on the lake side of the wall that separates the village & the lake then hurry over to the coin before it disappears.

#17 (2:32): In Bianco Hills there is a guy that needs to be cleaned (not the guy from coin #20). His exact location depends on which Episode you're in, but in Episode 8 he's found in the enclosed area from coin #15. Clean him for the coin.

#18 (2:41): Spray the top of the tree next to the path nearest the waterwheel.

#19 (2:47): Get on top of the wall that separates the village & the lake then go to the pole that is sticking out of the river on the lake side of this wall. Spray the windmill that's at the top of this pole until the coin shoots out.

#20 (2:57): Clean the Pianta found on top of the tower touching the river.

#21 (3:10): To the right of (if facing) the Hillside Cave are a few platforms in the wall that are made of a brick-like stone. On the platform nearest the cave is a Pokey. Kill it to get the coin.

#22 (3:17): On your way up the path around the big windmill you'll see a large pillar sticking out of the water. Spray the top of this pillar to get the coin.

#23 (3:24): Clean the "M" off the middle part of the windmill.

#24 (3:30): Ride the windmill up to the top and kill the Pokey to get the coin.

#25 (3:42): This coin is found on top of one of the very high platforms near the big windmill.

#26 (3:49): Found underneath the bridge leading to the big windmill.

#27 (3:59): Found underwater in the lake. It's exact location depends on the Episode you're in.

#28 (4:12): Same as coin #27.

#29 (4:19): Use Yoshi to eat the blue butterfly flying around the village.

#30 (4:25): Use Yoshi to spray down the beehive that's near the lake then eat all of the bees. Upon eating the last bee you'll get the coin.
