This two-hour window is very short for a mooched fish. I recommend doing what you see in this video. Start fishing for a Fullmoon Sardine at 6PM. Once you get a high quality one hooked, sit with it until 7pm, then cast out the mooch and you're sure to bag the elusive Shark Tuna.
