On Sunday, October 5, 2025, at approximately 1:20 p.m., I was traveling eastbound on U.S. 412 near S.H. 303. I observed a white motorcycle traveling westbound on U.S. 412 near S.H. 303 at 90-miles per hour when limited to 65-miles per hour. As I turned around to conduct a traffic stop on the motorcycle, I heard it accelerate westbound. I informed other Troopers in the area of the motorcycle. After several minutes of searching, we were unable to locate the motorcycle. At 1:26 p.m., I located the white Honda CBR600, bearing Arkansas license plate, WE244, traveling southbound on West Hickory Flat Road at U.S. 412. As the driver of the Honda saw me, he turned onto westbound U.S. 412 and accelerated at a high rate of speed. I activated my\nemergency lights and siren and attempted to initiate a traffic stop.

The Honda continued traveling westbound on U.S. 412 at speeds in excess of 100-miles per hour, and at several points reaching 140-miles per hour. Trooper Chris Belt and Keegan Puryear, quickly joined the pursuit and took over primary and secondary. The Honda drove into the eastbound lanes traveling westbound on U.S. 412 near Sonora Road and failed to stop for a red light with heavy traffic in the intersection. The Honda drove into the eastbound lanes traveling westbound multiple times on U.S. 412 near Tenenbaum Road, Bennington Road, Tower Road, and South Friendship Road. The Honda failed to stop for a red light at U.S. 412 at Butterfield Coach Road. The Honda drove into the eastbound lanes traveling westbound again\non U.S. 412 near Candy Apple Street, Commerce Park Drive, Crutcher Street, and South Turner Street. The Honda again failed to stop for a red light at Old Missouri Road and South Turner Street. The Honda turned southbound onto South Turner Street. The Honda continued traveling at speeds in excess of 100-miles per hour but now on residential streets. On South Turner Street the driver of the Honda traveled into the northbound lanes traveling southbound near Don Tyson Parkway. At the intersection of South Turner Street and Lakeview Drive multiple vehicles were attempting to utilize the intersection as the driver of the Honda disregarded the signage and accelerated through traffic. Also at this intersection there is a park with multiple running trails and walking paths. The park was heavily populated with adults and kids. The driver of the Honda came to the dead end on South Turner Street south of Lakeview Drive, he turned around and accelerated back northbound on South Turner\nStreet. Trooper Belt requested for someone to block the heavily trafficked intersection to avoid any serious harm or death to vehicle occupants or park goers. At the speeds the Honda was traveling and driving into oncoming traffic numerous times the driver of the Honda showed no regard for the safety of others or himself. I was concerned any impact with another vehicle would not only be fatal to the motorcycle operator but any other vehicle occupants involved or even pedestrians. I observed the Honda traveling northbound on South Turner Street. As I slowed I positioned my vehicle so that it was plainly visible from a distance that was substantially greater for the operator to stop or maneuver around me. With my lights and sirens active, I blocked the the northbound lane attempting to stop or slow the Honda and to ensure the safety of the pedestrian and vehicle traffic from a possible impact with the motorcycle. The driver of the Honda did not slow, stop, or maneuver around me into the southbound lanes; which was available. If the operator of the motorcycle was traveling at a reasonable speed and had control of the motorcycle he would have been able to maneuver around my patrol vehicle or stop. Due to the reckless driving of the Operator of the Honda, the Honda impacted the driver front of my patrol vehicle. The driver was instantly ejected from the bike\nand landed near the driver's side of my patrol vehicle in the grassy lawn. Sergeant Chad Hipps, Trooper First Class Matt Walker, Trooper Belt, Trooper Puryear, and I nearly converged on the suspect simultaneously. We immediately called for Emergency Medical Services. After placing the suspect in handcuffs, double-locking and checking them for tightness we rendered necessary medical aid to the suspect. The suspect was identified as Jimmy D. Townsend, date of birth January 11, 2002. Due to the injuries, he sustained Springdale Fire Department transported him to the Washington Regional Medical Center. After being treated and cleared by medical staff I transported Townsend to the Washington County Detention Center and released him to the custody of the detention staff.\nTpr. B.
