First, you will need to have completed the side missions 'Adventurer's Proof' 1 AND 2. Speak with the NPC in Jade's weapon shop to start. The first mission is to defeat a skeleton in the Lunar Tower (first floor), then bring back the item it drops to the man (Target him, then select the item from your inventory and use it on him to complete the quest). Talk to him again for the second mission, which requires to defeat a reptile in Sepna Forest (Owl's Hideout area). Bring the item back to the man and now you can accept Adventurer's Proof 3.
Then, go to Domerune (the swamp village) and speak to a NPC named Scotch (on the upper level), afterwards speak with the Appraiser to receive the Dragon Flute recipe. To craft the Dragon Flute, you will need a King Snake Blood, and two mystical ingredients. For now, return to Gallema Desert to complete Adventurer's Proof 3. In the area with the ruins, defeat the giant snake to receive the King Snake Blood. The snake will ONLY appear if you have accepted Adventurer's Proof 3.
Now for the Mystical Bone and the Mystical Fang, the other two ingredients you need, they are dropped by an enemy called the War Dragon, and some foes in Nehprem Mountain. This area is just beyond Rem Village the oasis town. The War Dragon appears when two enemies fuse together, so watch for those and engage in battle after they fuse.
Once you have all three needed items, craft the Dragon Flute and go to the very end of the volcano, on the left, target the ruins and use the flute from your inventory to summon the boss. Recommended levels 30+ with best equipment
