If you watch this video you'll understand how these bonuses work. Through 4 tests, you'll realize how exactly "ATK vs open foes up" and "charge atks up" work with physical and elemental damages. Moreover, you'll notice that they work both in PvE and PvP in the same way.

The most important thing I wanted to highlight is that the "charge atks up" bonus is useless on elemental damages both in PvE and PvP. So if you've got a 100% arcane build you should forget charge attack bonuses.

Bloodborne gems have lots of secrets and most particularly with some bonuses. A lot of them have very interesting particularities that most of the players miss and it's a shame.
