The Dev's loot chest is located in Rust Common West, the fastest way to get to it is to spawn on The Underpass.
The problem with farming this particular chest is that it is hard to get out from it without dying but there is a way to collect loot from it and do not die, this video shows it.

I'm performing it on playthrough 1 because rumor has it is the most efficient one and loot from this chest is the bet on first playthrough.
