With her constantly healing 7 hp after every round of combat, double lion can be more effective since she'll probably be at 100% HP at times. This also makes her a very player phase type of unit. Combine Double Lion with Galeforce and she can probably solo things turn one, maybe. And the -1 special cooldown makes it so she can proc galeforce again and again. I think she's tied with Brave Hector in terms of best refine.

And speaking more on how she's player phase, Celica has pretty bad res and def. So she'll probably die to one hit sometimes. You can see that in the video where she dies mostly on enemy phase.

Overall, pretty good refine with -1 cooldown and the combination of galeforce and double lion makes her a force to be reckon with. And she can really be optimized. Of course she has her flaws of bad defense and resistance.
