Additional information gained after this video was published:
The skyboxes seen in this video are most likely incorrect. Patching TLIST.BIN to natively index RK_21 as valid a track will give a proper skybox, which is more or less the same one as seen in the loading screen at the start.
The tracks actual name seen with a patched TLIST is just STEELTOWN.
The Reverse track is an older version of this track and the biggest clue to this is the fact that it uses the same sun as Burnout Revenge.
And the PSP version has an even earlier and more incomple version of this track.

The internal track names are extremely confusing, and if it weren't for The Shotty asking for me to make a comprehensive track name list for Revenge and Dominator, I never would've noticed that there is one folder too many.
These unused variants are tracks RK_21_V1 and RK_21_V2. It's meant to be a long variant for the Steel Town tracks. Also far more detailed than the used short Steeltown Works variant. These two tracks are also not defined in TLIST.BIN, meaning EA UK didn't simply forget to include this track in a World Tour event which would then make it available in Record Breaker too.
