Road Rules can be accessed by pressing up on the d-pad during free-roam. The road signs should change to a red color, and you are looking to select Best Offline Time.

You'll then need to go from one end of Watt St to the other end in under 5.8 seconds, which is quite easy in any car as long as you use boost the entire time. Watt St can be found near the upper right corner of the main island in Downtown Paradise (see map). Just continue trying until you are successful.
