Just before you enter the Shinra Building, you are given a choice - Bust on In or Sneak in Quietly.

Whatever you say to Barret at first makes no difference as you can choose the other route if you change your mind.

As for what to decide, ultimately there’s no massive difference between the two because you end up at the same location eventually.
