Whenever I play a WAD I don't personally like, I ask myself: Why would this win? What kind of person WOULD enjoy this, and can I see it being a winner?
I mean, there's been some HARD WADs this year. Some slaughter heavy ones, some that build up to it. This is a bit more bite-sized, level-wise at least, but, seriously.
Why did this win? Even Going Down had a cool elevator pitch (badum tsh).

If I must be honest nad cynical, I think it won because it modded the game. Which, yes, that's extra effort, but was it GOOD effort? Did the game greatly benefit? I do not know.
If I were given this, it would be in the bottom 5 of this year, if only on how HORRIBLY bland the level design is. Yuck!
