0After the 'Sorceress Memorial' scene (where Squall hugs Rinoa) and you gain control of 'Ragnarok' ship, go to [Cactuar Island], a small island just south of [Esthar Continent], there you'll find green cactus popping out of the sand, encounter it in battle and you have to defeat it to obtain it..
Note: Beware of it's 10.000 needle attack as it'll damage you 10.000, use Phoenix Down or Life/Full-Life to recover..
