For Forza Horizon 5 Gpu went over the Vram limit hence the low performance . I recommend doing High settings for that game
GTA 5 needs some tweaking even if it does not hit the vram buffer i get constant drops in fps on all GPU-s that i own except RTX4080 on this graphic preset.
