Can you swap Mainboard and CPU without reinstalling Windows - AMD to INTEL

Simple answer is yes you can as windows 10 is so clever.

In 99% cases it will be ok. Windows will reconfigure by itself, install new drivers etc. You just need to update/replace some of the drivers (if you want to) with the ones provided by the manufacturer.
