The strategy is you'll need to fight it out with the splinter cell for a bit to fill up the experience meter. Confront the cell's patrols early with your existing forces while you build an arms dealer followed by Quad Cannons and more Scorpion Tanks. Keep attacking any units the splinter cell sends so the experience meter keeps filling up.
This all can still be done before Chinese forces arrive, but you might have to deal with some toxin shells. Try to get your experience meter about 2/3 full before detonating the trucks. That, the truck bombs, and finishing off the command center are usually enough to get the upgrade.
