There are a lot of factors to look into when creating your base. The first thing you want to find is a decently flat surface so that you can set down your foundation. You cannot place foundation on mountainous/rocky terrain. It has to be regular ground. Luckily you can find areas in the mountains to place your foundation and these make excellent hiding spots/secondary spawn points in case you're raided. You can however place a regular Wood Shelter on rocky terrain as well as a few other wooden building items such as barricades, and spikes.

The next thing you're going to want to look for is how hidden is your base? It's always nice to be near a rad town, but the closer you are the more open/likely to be found you are. It's always good to find a nice spot to build a decent sized base without people constantly seeing it and setting up raids on you. Finally you want to make sure to build it so it's not easy to raid. Personally I recommend setting up a few floors of false walls/areas using ramps and walls, or you could just set up TONS of floors with doorways and pop in metal doors forcing the raiders to waste C4 and generally give up before they reach the loot at the top. You can also put decoy storage crates/sleeping bags as well to trick attackers and burn C4.

As I mentioned earlier you're going to want to have multiple spawn points/bases. Hide a Wood Shelter, or even build a foundation and small base that is hidden well and/or inconspicuous. Inside you're going to want to put a Sleeping Bag just in case they get into your main base, kill you, and your Sleeping Bag. That is you're even in your base. Inside this secret base you're going to want to also leave yourself some emergency supplies in a (Large)Wooden Storage. A weapon, food, armor, ammo, tools, med kits, whatever you think you'll need in case you're going to have to fight back, or start again.

This also helps out if you are raided as they'll only get a portion of what you had, and you can go back and fight them off, or rebuild. It's your choice when building a secret base as well. A Wood Shelter seems less conspicuous and an unlikely target to waste C4 on. However a small base might be something someone might check. Either way both stand out if you use a Metal Door, but not using one would be kind of foolish if you really want to keep it safe. Try turning the doorway away from general viewing so people don't see it, and assume there might be good loot inside.

*Note: When building a window, make sure to make Metal Window Bars. They are invincible at the moment. However, the window itself is not. They can C4 it and get inside. Remember this when building your base. Also, be sure to place foundations around your house, and place pillars all around them to prevent people from building ramps/stairs to higher points and C4ing your wall for your loot. One pillar in the middle usually works, but doing so people might be able to use it to build still if your pillars make a 4x4 so be careful. Lastly you're gonna wanna fortify your base with Large Spike Walls, Wooden Gates, and possibly Wood Barricades to impede your attackers.
