You can see Chansey only in Safari Zone and Cerulean Cave. Catching Chansey in Pokemon Red is very hard and it's even harder if you try to catch him in "Main Area" of Safari Zone like I did, the chances that you will see her there are 1% which means that only about 1/100 wild pokemon that you see in that area will be Chansey the rest will be some other pokemon. Most of time Chansey won't be very cooperative since she will run away from most of battles after just 1 turn. To be honest it took me about half an hour to catch Chansey with speedrun, but I made this video to be much shorter.
