In order to get Scizor you must trade with your friend (or yourself if you have GBC emulator like I did) that has Scyther that holds item (metal coat), then when you get your Scyther with metal coat he will evolve in Scizor. You will get metal coat when you go with S S Aqua and reach Vermilion city for the first time. I have to say that this method of trading with yourself won't work on every emulator, I don't know why but for some reason it just won't work for everyone.
