Goat Simulator is exactly what it says it is. You're a goat. You're in a small town area (or elsewhere, if you load some mods), and your goal is simple: HEADBUTT ALL THE THINGS. Break everything you can. Attack people. Kick things, as well. Jump on trampolines. Do tricks. Find a jetpack. Realize that you're a goat and you can't control the jetpack all that well. Crash into a hillside at top speed. Suffer no damage. Get up and lick a passing truck, getting caught in the driveshaft, and taken for a wild ride on a broken-by-design physics engine that puts absurdity in front of accuracy.
