Disclaimer & Update: As of PTS 6.3.4., so some things may still change until the system goes live. Sorry for the weird transitions and cutoffs in some cases, DaVinci Resolve doesn't wanna do what I want it to do. Also, passives have been cut in half, so the cutoff points and requirements have changed. The general guidance on the order of unlokcing cps did not though.

This video is meant to provide some guidance on how beginners and more advanced players could distribute their Champion Points in the new System coming with U28 to maximize the effectiveness until you reach the cap of 2150 points which allows you to unlock all passives and four slottables. Everything beyond that would be additional convenience for niche scenarios, i.e. saving gold to redistribute by swapping slottables as needed. I will update the data below if more changes come in, but i don't think there will be more noticeable changes at this point. None of this is set in stone, since your preferences may vary depending on class and specialization (e.g. mag or stam).

Here, I start by maximizing damage, then mitigation, then off-stats, such as healing done.

For all damage CPs (slottables and passives), you currently need 1170 CPs. I assigned priorities to the nodes depending on their impact on overall damage. Slottables should be prioritized over passives because they are stronger overall.

Passives:

Precision: 40 - Priority: High (you need one stage here to unlock slottables)
Piercing: 40 - Priority: Low (you need one stage here to unlock slottables)
Eldritch Insight/Tireless Discipline (Main Stat): 40 Priority: Low
Flawless Ritual/Battle Mastery (Main Stat): 40 - Priority: Medium
War Mage/Mighty (Main Stat): 30 - Priority: High
Total CPs needed: 190*3 = 570

Slottables:

Thaumaturge: 50 - Priority: High
Deadly Aim: 50 - Priority: High
Biting Aura: 50 - Priority: High
Fighting Finesse/Backstabber: 50 - Priority: High
Total CPs needed: 200*3 = 600

Mitigation CPs are passive only for DDs, since you lose damage by unslotting damage nodes. Elemental Aegis and Hardy are only medium priority because they are less impactful compared to preparation. You can prioritize them differently depending on the encounter and redistribute if needed. Maximizing damage and mitigation requires 1650 CPs in total.

Quick Recovery: 40 - Priority: Low (you need one stage here to unlock the others)
Preparation: 40 - Priority: High
Elemental Aegis: 40 - Priority: Medium
Hardy: 40 - Priority: Medium
Total CPs needed: 160*3 = 480

After 1650, the only passive nodes left concern off-stats, such as healing done or maximum resources of magicka/stamina. The preferences here may also depend on the content you do, since healing done is usually not sought after in trials, but can be helpful in dungeons whenever you do not have a dedicated healer. Also, we can unlock convenient slottables to which we might want to swap depending on encounters. This concerns mainly fighting finesse vs. backstabber.

Blessed: 40
Fighting Finesse/Backstabber: 50
Eldritch Insight/Tireless Discipline (Off-Stat): 40
Flawless Ritual/Battle Mastery (Off-Stat): 40
War Mage/Mighty (Off-Stat): 30

Total CPs needed: 200 * 3 = 600

The Fitness constellation has added utility and mitigation, so we take a look at that as well. Again, slottables are more powerful than passives (mostly), so we'll start by unlocking slottables. It's important to note that in this constellation, the impact of the passives depends much more on the content you do.

Boundless Vitality: 50 - Priority: High
Ironclad: 50 - Priority: High
Rejuvenation: 50 - Priority: High
Total CPs needed: 150*3 = 450

The next node that is universally helpful is hero's vigor, which grants maximum health. To get there, we need to put a few points in tireless guardian and hasty.

Tireless Guardian: 10
Hasty: 8
Hero’s Vigor: 40

Total CPs needed: 58*3 = 174

After that, you’ll want to unlock all passives in the fitness tree, plus the slottable for either siphoning spells or bloody renewal, because these greatly increase sustain in dungeons and solo content In those cases, you’d prefer these over rejuvenation, so keep that in mind.
I suggest focusing on dodging and blocking first, since these are most useful in challenging content. Then, you can go for sprinting, breaking free and bashing in any order you want. Unlocking all other passives in this constellation requires an additional 1587 CPs, setting the total cap for all passives and four slottables to 2211 CPs. After that, you can only gain more slottables to swap out for convenience.
