Have you felt the presence of Chang'e?
What can you say about her new skill?
Hopefully it gives her a chance to move out of the most unused hero spot.
Anyway here is my recommended Chang'e build.

Battlespell:
Sprint
This is good for escaping or chasing.
Remember her ultimate can deal damage while moving.

Talent:
Mystery Shop or Impure Rage
Priority on the movement speed talent.

First item:
Arcane Boots or Demon Shoes
If you can get the buff you can use Arcane Boots.
If you can't, just use Demon Shoes for mana regen.

Second item:
Lightning Truncheon
Its unique passive and Chang'e's 1st skill almost have the same cooldown.
The extra damage from LT is also helpful in clearing minion waves fast.

Third item:
Fleeting Time
It's unique passive helps in lower Chang'e's ultimate cooldown.
Her 2nd skill doesn't deal damage so you'd want to lower the cooldown of her other skills.
At this time you have around 30% cooldown reduction on all your skills.

Fourth item:
Ice Queen Wand
Ice Queen Wand slows the enemy when her skills hit.
This makes it easier to chase enemies while using her ultimate.
The bonus movement speed stat from this item also helps Chang'e in chasing.

Fifth item:
Divine Glaive
Her ultimate can only hit the enemy that is in front of her.
Enemies behind the target will not receive damage.
This means Chang'e will most of the time hit the front liners like tanks and fighters.
The penetration from Divine Glaive gives her damage against the tanks and fighter's magic resistance.

Sixth item:
Last item is either a defense item or another offense item.
For defense you can use Twilight Armor.
Aside from the HP it gives,it also improves Chang'e's LT damage because of the mana stat it has.
For offensive item I'd recommend Holy Crystal for the extra magic power it gives.
