No idea whether this is a bug or not, but this is how I have adapted to fighting this boss. I thought it was a really risky and somewhat cool method, so I decided to record it. I don't know if it is possible on a different ship type due to hitboxes, but the newer method I made for this (where you make him fire off the first shot to the side and then go to the middle to attack him) could probably be done with different ship types because it's not as tight.

The whole reason this works is because for whatever reason the U.C.O is only accurate with the first shot that he will fire if you stand right below him. If you continue to stand below him, his shots will get more and more inaccurate until he makes a move.
