So the game locks the city services, like fire stations and police and schools, until you grow your city to a certain size. This is partly establishing a work-reward cycle in the game, yes, but it's also making sure you have a sufficient tax income before letting you spend some of it, to make sure new players don't accidentally bankrupt themselves.
