1: Find a coastal province you own the county-tier and duchy-tier title to. This is frequently the result of a Holy War.
2: Find a city holding within that county, or build a new city.
3: Grant the city to someone (preferably of your dynasty) or, if it's already owned, find the mayor.
4: Grant the county to that mayor.
5: Grant the duchy to that mayor.
6: Go for tax-shifted obligations for even more money!
7: Profit!
