Battle of Cliffside (2K 2560x1440 with Forced FPS Boost) [VP9 Upscale by youtube] - Video quality was poor on the 720 full maps so nothing could really save it to look really good or smooth like the others. VP9 codec takes few hours to activate on 5min+ uploads. Upscaling is made in Vegas with smart upscale, sharpen LUT filters, colour space, and 2-3 minor motion blur (smooth) insert. Render VBR 50/40 or CBR 50. Main or High profile doesn't matter. Allow source to change framerate. Both AVC and HEVC works in newer Vegas. I'm not familiar with premiere pro. If you gonna try to get 60 fps on 29.97 fps video try to render in 50.00 FPS (PAL) and allow the source to change to see if you have any ghosting

AVC1 (97% of all videos on youtube) use this bad codec that works like (Yadif x2) killing details for flow. that makes the video so much worse. Channels with 1k subs will auto get VP9 with 1080p 50fps or above uploads, below have to force it. Big channels get AV1 on certain videos. Roughly 30% lower file size with the same quality which takes a very good pc to decode it. This is google's reply to the open-source HEVC (xH265) that often downscale and downsizes blurays. HEVC is pre-installed as default on iPhone 12 or higher, Samsung newer ones, Oneplus and so on, which removes frames if not needed so 60 fps video is adjustable automatically for those with small storage. To keep iPhone recorded MOV files with hdr you need to use handbrake and select H264/H265 and 10bit colour. A slower preset is better and always use GPU if you can. Never go higher than Very fast if you plan you use it further in editing or upload on youtube. Only change Web optimized, MP4, CRF 18 is standard with H264 MP4, and use the same framerate as the source, remove subtitles foreign scan, choose audio 48kz 192 000.. Size is adjusted when you drag the video into the program. H265 takes longer to encode and try to use web-optimized if possible. MKV is what you get if you try to download a VP9 codec video. If you find an AV1 (not AVC1) video you will get .webm which is basically the same. ffmpeg works for both.
