I just realized that the wizard passive, Cold Blooded doesn't not work as the tool tip says it does. It actually affects ALL DAMAGE, not just COLD damage... I'm sure Blizzard will fix this, but for the time being, use Cold Blooded if you're using the Critical Mass build.
