If you're after the bonus objective, capture the fourth Radio Station before destroying the fourth Admin Centre. To help speed up the level, also get 2-3 refineries by the Tiberium patch at the north west Station. Defend every Station well, as the Rogue commander will have a forward attacking base by each and will be revealed after you destroy the fourth Admin Centre. Once you've captured the fourth Station, you'll be able to build Scorpions, so build about 20 of them to help with the second part. Once you're happy with your defenses and attack force, destroy the final Admin Centre and go all out at the Rogue's main base. Once his Construction Yard is down to roughly 25% health he will surrender. Use Attack Bikes to reveal the stealthed buildings and units, and make sure to use the support power for the bonus objective. Take out his power if his defenses are pounding your forces too hard.
The intel comes pretty much automatically in this level, as long as you complete the bonus objectives.
