This mission is the same as 11ea, you can use the commando to get access to the base if you use it's range in the correct way. Then get building a few gun turrets and a obelisk then get cranking out the flame tanks and light tanks. The mission is complete when you wipe out all the GDI units.

Objective: GDI has captured one of our technology centers. You must recapture the base and recover the stolen information. Our forces in the area don't have time to find a way across the river, so you will have to control the two forces separately.
