This a very easy level, but I do like the Super Tanks.
Use your vehicles to capture the Power Plant and Sub Pen, the Flame Towers should be easily destroyed beforehand.
Get a Thief into the Silo there.

Cross the water. Train a Spy and an APC.

Put Spy in APC, head out of base, head NE. Head South at forest and enter Radar Dome with Spy. Get the APC over to the Flare, and send the Chinook to pick up the good Doctor.

Whilst this is happening watch the Super Tanks blow the hell out of a Soviet base (barely taking a dent in the process) before self destructing.

Mission Accomplished.
