Unfortunately most aspects of the game are tied to the framerate,, you must use the frame skip value in var.dat for the game speed to stay the same, however the face animations will still be sped up. If there is no VAR.DAT file in your Commandos 2 DATA folder already, you must create your own, you can do this by creating a text document in the fDATA older. and copy/pasting the values shown the link, then saving the file as VAR.DAT.
