It's a screensaver-like easter egg that can be performed on C64 and C64 emulators. This was on an emulator. Recorded last year.

On the main screen, press enter multiple times until you see "READY," then add a single enter underneath it. Next, type the following:

POKE781,96:SYS58251

And boom! Evidently, it kind of looks like the virtual version of being underwater.
