The factory in New york, where F-14s were manufactured, was closed after the Northrop bought the Grumman in 1994, which means It would be a massive reinvestment into plant, property, and equipment. Nearly everything would need to be built from the ground up. To do that you would need probably 2–3 years, then you are producing an out of date airframe. You then have to retrain pilots and maintenance staff, also the F-14s were made out of aluminium alloys, that are out of production. The current aluminium alloys and other materials have different properties, and would necessitate a total redesign of the airframe. Can you use modern manufacturing techniques and materials, on a design never intended for them, and be sure of the flight safety implications? Or would you accept the gigantic radar cross section in a time of low-observable stealth technology? Conclusion, the F-14 was a naval legend, but it belongs to its time, and is obsolete in the modern world.
