In most Intel based motherboards, you have something called enhanced sidestep technology, and this adjusts the frequency and voltage for your CPU/processor. Modern cpus run at very high frequencies or speeds, so this lowers the frequency and voltage settings when your computer is not using intensive applications.

I noticed something strange when I opened task manager in Windows 10 to monitor my computer's performance on task manager. I noticed the frequency was at 1.20 ghzs to 2.4 ghzs when it should be at 4.0 ghzs. On my other computers, I never saw this kind of thing before, because the frequency was always around the base frequency. This is the newest processor I have in my inventory, so my older computers didn't have this feature on their bios.

I checked Google for FAQs that had the same issues as I had, and I found a forum that answered this question. The culprit was Intel's Enhanced Sidestep Technology which was causing it. I went into my BIOS to disable this feature, and now my processor runs at about 4.39 to 4.40 ghzs. I enabled turbo, so now my professor is running at full speed.
