Before doing this satchel, you need to donate 3 valuables to camp (instead of selling those to the fence (if you unlocked it, just donate them to camp, you get valuables either from exploring the map, or just looting enemies).

Then, you need :
Perfect Deer Pelt,
Perfect Elk Pelt,
Perfect Panther Pelt.

Deer is found pretty much anywhere on the map. Elk you can find either in Little Creek River, or up North (Grizzlies area, Ambarino, Cumberland Forest, etc).

Panther are very specific, and the only way to track one without being killed, is to stand near a spawn point, and use your binoculars, once you've seen one, try to aim at its neck, and shoot.
